An Analysis of the Cases of the Eight
Deceased During the Martial Law of the 1966 "12-3 Incident" in Macau.
Following the outbreak of the "12-3 Incident" in Macau on December 3,
1966, the Portuguese Governor of Macau, José Manuel de Sousa e Faro
Nobre de Carvalho, declared martial law and imposed a curfew at 6:00 PM.
Due to the sudden enforcement of martial law, many residents were
mentally unprepared. In the following days, several more people were
indiscriminately shot and killed on the streets, and one resident was
even struck by a stray bullet merely for sticking their head out of a
window to look. Official statistics recorded 8 deaths and 212 injuries,
but local public estimations suggested the death toll could be as high
as 11. The eight deceased mentioned were the most heart-wrenching cases
of this tragedy; they were neither leftist political activists nor
protestors storming government offices. They were shot and killed by
patrolling Portuguese soldiers simply because they were at home, by the
roadside, or on their way home from work. The following section provides
a detailed analysis of the background behind the Portuguese colonial
government's deployment of African soldiers for martial law, the reasons
for the soldiers' indiscriminate killing of civilians, and the detailed
profiles of the eight victims.
As estatísticas oficiais registaram 8 mortos e
mortos poderia chegar a 11.

1.1 The Tense Situation at the Outbreak of
the Incident : At around 12:00 PM on December 3, 1966, a large-scale
clash erupted in front of the Governor's Palace. Leftist figures forced
their way into the palace, singing revolutionary songs, reciting quotes
from Mao Zedong, and overturning police cars. After 3:00 PM, the crowd
destroyed the statue commemorating Vicente Nicolau de Mesquita located
in Senado Square, and the Municipal Council ( Leal Senado) and the
Notary Public Office were stormed. Around 4:30 PM, the crowd marched
along Rua de S. Lourenço towards the Police Headquarters. Inside the
headquarters, riot police fired tear gas and live ammunition through the
gaps in the gates, resulting in 2 deaths. At 6:00 PM, Governor Nobre de
Carvalho declared martial law and implemented a curfew, issuing an order
that "violators will be shot on sight without exception."
1.2 Deployment of African Soldiers.
According to historical records, the Portuguese colonial government
deployed military troops and riot police for suppression, including the
mobilization of approximately 300 African soldiers to enforce martial
law. Most of these soldiers came from Portuguese colonies in Africa
( such as Angola and Mozambique) and were part of the Portuguese
colonial army. Preparations for martial law included deploying armored
vehicles to patrol the streets, establishing martial law lines and
curfew zones, equipping soldiers with heavy weapons such as machine guns
and rifles, and ordering them to shoot to kill any "violators."
Historical images show soldiers patrolling the streets alongside armored
vehicles, creating an intense sense of military oppression.
Elementos esquerdistas invadiram o Palácio do Governador, cantando
do exército colonial português.
As

Analysis of Eight Potential Key Reasons.
The question raised is highly critical: "Why did these soldiers kill
ordinary Macau citizens in this manner?" Based on historical documents
and academic analysis, eight primary reasons can be summarized:
First, the martial law orders were excessively harsh. When the Governor
declared martial law, it was explicitly stipulated that "violators will
be shot on sight without exception." This meant that anyone out on the
streets during the curfew, regardless of whether they were protestors,
was treated as a "violator" whom soldiers had the right to shoot and
kill. Consequently, many residents who did not receive notice of the
curfew in time, or who were merely looking out from their windows at
home, were shot and killed for supposedly "violating martial law."
Second, the soldiers lacked adequate training and suffered emotional
breakdowns. The African soldiers mostly came from colonial armies,
lacked training in urban riot control, and lost emotional control under
the tense situation. Some soldiers were reportedly "taking pleasure in
shooting and killing," even opening fire on crowds sticking their heads
out from upstairs windows to watch the commotion. As a result, the
soldiers firing at civilians was not an act of defense, but rather an
abuse of force and an emotional release.
Third, media censorship and lack of information transparency. The
Portuguese government in Lisbon and the Macau colonial government
enforced a strict news blackout; Portuguese-language newspapers in Macau
were banned, and newspapers in mainland Portugal were prohibited from
reporting on the incident. Residents were unable to learn the specific
boundaries and timings of the martial law, leading many to "violate
martial law" unknowingly. As a result, the uninformed suffered, and many
civilians were shot because they were unaware of the situation.
Fourth, ethnic contradictions and colonial oppression. At that time,
almost all civil servants in Macau were native Portuguese or Macanese,
while ethnic Chinese were marginalized. Macanese often treated Chinese
residents with arrogance and violence, fueling local Chinese resentment
against colonial rule. Consequently, the soldiers' attacks on Chinese
residents carried undertones of racial discrimination, and ordinary
citizens were viewed as "enemies."
Fifth, the phenomenon of "indiscriminate shooting" during the martial
law period. According to records in the Cantonese Wikipedia: "Due to the
sudden enforcement of martial law, many residents were unprepared. In
the following days, several more people were indiscriminately shot and
killed on the streets, and one resident was even struck by a stray
bullet merely for sticking their head out of a window to look." As a
result, "indiscriminate shooting" was not an isolated incident but a
systemic abuse of force.
Macanese often treated Chinese

against colonial rule. Consequently, the soldiers' attacks on Chinese

Fifth, the phenomenon of "indiscriminate shooting" during the martial
law period. According to records in the Cantonese Wikipedia: "Due to the

the following days, several more people were indiscriminately shot and
killed on the streets, and one resident was even struck by a stray
bullet merely for sticking their head out of a window to look." As a
result, "indiscriminate shooting" was not an isolated incident but a
systemic abuse of force.
Sixth, soldiers made no exception even for "non-leftists." According to
archival data, many of the deceased mentioned were merely ordinary
workers, students, shop owners, and newspaper vendors in Macau society,
rather than leftist figures. Yet soldiers still opened fire on them,
demonstrating that the martial law orders failed to distinguish between
"protestors" and "civilians." As a result, civilians and protestors
alike were shot and killed indiscriminately.
Seventh, individuals were shot even when venturing out during
non-martial law hours. The records state that "Macau citizens who went
out on the streets during non-martial law hours were shockingly shot and
killed as well." This indicates that after the martial law decree was
issued, soldiers continued to open fire on "anyone venturing outside,"
even during hours when the martial law had not yet taken effect or had
already concluded. As a result, the enforcement of the martial law was
chaotic, and soldiers fired their weapons arbitrarily.
Eighth, the "inertia of violence" within the Portuguese colonial army.
The Portuguese military in its African colonies had long relied on
violent suppression against local resistance, and this "inertia of
violence" was carried over to Macau. Soldiers were accustomed to using
gunfire as their "first response" rather than a last resort. As a
result, opening fire on civilians became the norm rather than an
exception.

armas arbitrariamente.
Oitavo, a "inércia da violência" no exército colonial português. As

Ng Sio Hoi: An 18-year-old worker, struck
through the skull by a stray bullet while closing a window on his home
balcony. Ng Sio Hoi was only 18 years old and worked as an ordinary
laborer. While closing the window on his home balcony, he was killed
when a stray bullet fired by a patrolling Portuguese soldier pierced his
skull. His death demonstrates that even within one's own residence, a
routine action like closing a balcony window was perceived as
"suspicious" or "violating martial law" by the Portuguese soldiers,
resulting in his death by a stray bullet. This was a tragedy of a young
worker losing his life after inadvertently "being deemed a violator."
Wong Chak Chong: A 53-year-old shop owner, shot and killed by Portuguese
soldiers while looking out from inside his shop. Wong Chak Chong was 53
years old and a shop owner. While looking out from inside his own shop,
he was shot and killed by Portuguese soldiers. His shop was neither a
leftist institution nor a site of government opposition; it was merely
his place of daily business. The Portuguese soldiers treated the
interior of the shop as a "suspicious location" and conducted
indiscriminate shooting. This was a tragedy of a middle-aged shop owner
losing his life after being treated as "suspicious."
Chan Sou: A 46-year-old Municipal Council employee, shot in the head by
Portuguese soldiers while sitting by a window. Chan Sou was 46 years old
and worked as an employee for the Municipal Council ( Leal Senado).
While sitting by a window, he was shot in the head and killed by
Portuguese soldiers. He was merely looking out from the window, likely
just wanting to know what was happening outside, but the Portuguese
soldiers treated looking out of a window as "violating martial law" and
opened fire. This was a tragedy of a middle-aged government employee
losing his life merely for looking out a window.
Yu Kuok Peng: A 16-year-old apprentice, brutally beaten and then shot by
Portuguese soldiers on his way home from work. Yu Kuok Peng was only 16
years old and worked as an apprentice. On his way home from work, he was
severely beaten and then shot to death by Portuguese soldiers. He was
simply passing through on his way home and was not a protestor, yet the
Portuguese soldiers treated him as a "violator," beating him before
shooting him. This was a tragedy of a teenage apprentice losing his life
just for heading home after work.
Lao Man Ham: A 16-year-old student, struck in the head by machine-gun
fire while out during non-martial law hours. Lao Man Ham was 16 years
old and a student. While out on the streets during non-martial law
hours, he was shot in the head and killed by a Portuguese soldier's
machine gun. At that time, the martial law order might not have taken
effect yet or had already concluded, but the Portuguese soldiers still
opened fire on people outside, demonstrating the chaotic enforcement of
the decree. This was a tragedy of a teenage student losing his life for
going out during non-martial law hours.
Kong Kuok MENG: A 15-year-old student, struck in the head by machine-gun
fire while out on the street to buy items. Kong Kuok Meng was only 15
years old and a student. While out on the street to buy everyday items,
he was caught in a burst of machine-gun fire from Portuguese soldiers
and died from a gunshot wound to the head. He was merely purchasing
daily necessities and was not a protestor, but the Portuguese soldiers
treated daily shopping as a "violation" and opened fire with a machine
gun. This was a tragedy of a teenage student losing his life for going
out to shop. [Note: The text transitions here without a separator] Pao
Iat Meng: A 26-year-old newspaper vendor, shot in the top of the head by
Portuguese soldiers while passing through Mastro Street ( Lau Sek
Tong). Pao Iat Meng was 26 years old and worked as a newspaper vendor.
While passing through the Mastro Street neighborhood, he was shot in the
top of the head and killed by Portuguese soldiers. He was merely passing
through the area and was not a protestor, but the Portuguese soldiers
treated his presence as "suspicious" and conducted indiscriminate
shooting. This was a tragedy of a young newspaper vendor losing his life
simply for passing through a neighborhood.
Hui Man On: A 17-year-old student, shot in
the buttocks and perineum while searching for his younger brother on
behalf of his mother. Hui Man On was 17 years old and a student. While
out on the street looking for his younger brother on his mother's
behalf, he was shot in the buttocks and perineum by Portuguese soldiers,
eventually succumbing to his severe injuries. He was merely running an
errand for his mother and was not a protestor, but the Portuguese
soldiers treated this everyday action as a "violation" and opened fire.
This was a tragedy of a teenage student losing his life for helping his
mother look for his brother.
loja.
não era uma instituição esquerdista nem um local de oposição ao governo;
Ele estava apenas a observar
Lao Man
Ele estava apenas a comprar
Pao Iat Meng tinha 26
soldados portugueses e morreu.
Hui Man On: Estudante de 17 anos, atingido nas nádegas e no períneo
Hui Man On
tinha 17 years e era estudante.

performing daily activities, including closing windows, looking out from
a shop, looking out from a window, heading home after work, going out

V. Historical Significance and
Reflections on the Tragedy
V. Significado Histórico e
Reflexão sobre a Tragédia
5.1 Official Admission of Responsibility
and Compensation
On January 27, 1967, the Portuguese colonial government issued a
statement: "To the families of the deceased, the injured, the detainees,
the victims who suffered various losses in this incident, and all
Chinese residents of Macau, we admit our guilt, apologize, and express
our deepest regrets." The government bore all funeral expenses and
compensation for the deceased, totaling 2,058,424 Patacas. 5.2
Historical Status of the Tragedy. The deaths of these eight individuals
highlighted the cruelty and tragedy of the incident at that time. They
were not figures of political struggle; they were shot and killed merely
because they were "at home, by the roadside, or on their way home from
work," which demonstrates the indiscriminate killing of civilians by
Portuguese soldiers during the martial law period. This tragedy
The historical significance of includes:
The loss of the Portuguese colonial government's governing authority,
completely reshaping the political landscape of Macau. Leftist forces
gained de facto control over Macau and took root across all strata of
society. The incident indirectly catalyzed the "1967 Riots" in Hong
Kong. It became the most critical political turning point prior to
Macau's handover.
O Governo assumiu a
5.2 Posicionamento
Histórico da Tragédia. A morte destes oito indivíduos evidenciou a
As forças
todas as camadas sociais.
VI. Conclusion: Why Ordinary
Citizens Were Shot and Killed
VI. Conclusão: Por Que Razão Foram
Mortos a Tiro Cidadãos Comuns
Returning to the initial question: "Why did
they do this? Why did these soldiers kill ordinary Macau citizens in
this manner?" The answer is clear: the martial law orders were
excessively harsh, the soldiers lacked training, ethnic contradictions,
media censorship, the phenomenon of indiscriminate shooting, no
exceptions made even for "non-leftists," the chaotic enforcement of
martial law, and the inertia of violence within the colonial army. These
eight factors combined to cause the tragedy of ordinary citizens being
shot indiscriminately.
The deaths of these eight Macau citizens were not only personal
tragedies but also represented the darkest page in the final phase of
Portuguese colonial rule in Macau. Their deaths remind us that when
power is abused, orders are excessively harsh, and soldiers lack
training, ordinary civilians are the most vulnerable to becoming
victims. The eight names—Ng Sio Hoi, Wong Chak Chong, Chan Sou, Yu Kuok
Peng, Lao Man Ham, Kong Kuok Meng, Pao Iat Meng, and Hui Man On—should
be permanently remembered by Macau's history. They were not political
fighters, but ordinary workers, students, shop owners, and newspaper
vendors. Yet, because of the most routine daily activities such as
"closing windows at home," "looking out from inside a shop," "sitting by
a window," "being on the way home from work," "going out during
non-martial law hours," "shopping on the street," "passing through a
neighborhood," and "searching for a brother on behalf of a mother," they
were shot and killed by Portuguese soldiers. Their deaths represent the
most cruel tragedy at the end of Macau's colonial rule and a dark record
in human history that must never be forgotten. Of course, the chief
culprit was the Portuguese colonial government itself, alongside the
Chinese Communist political forces of that fiery era who provoked the
colonial administration.
colonial.
oito nomes—Ng Sio Hoi, Wong Chak Chong, Chan Sou, Yu Kuok Peng, Lao Man
Ham, Kong Kuok Meng, Pao Iat Meng e Hui Man On—devem ser permanentemente

• Ng Sio Hoi: An 18-year-old worker, struck through the skull by a stray bullet
while closing a window on his home balcony.
• Wong Chak Chong: A 53-year-old shop owner, shot and killed by Portuguese
soldiers while looking out from inside his shop.
• Chan Sou: A 46-year-old Municipal Council employee, shot in the head by
Portuguese soldiers while sitting by a window.
• Yu Kuok Peng: A 16-year-old apprentice, brutally beaten and then shot by

Portuguese soldiers while passing through Mastro Street ( Lau Sek Tong).
• Hui Man On: A 17-year-old student, shot in the buttocks and perineum while
searching for his younger brother on behalf of his mother.
Most of the victims were shot and killed by Portuguese soldiers simply because
they were looking out, going out to buy things, or passing by the streets while
at home, by the roadside, or on their way home from work. Their deaths
highlighted the cruelty and tragic nature of the incident at that time, and have
become an unforgettable memory in Macau's history. On December 17, 1966, a
public memorial service was held for the victims of the incident. On that day,
the Macau government also decided that when the funeral procession passed
through the Border Gate ( Portas do Cerco), the Portuguese national flag
on the gate would be flown at half-mast in mourning, and the Municipal Council
would also lower the municipal flag to half-mast. This public memorial ceremony
was held approximately two weeks after the conflicts erupted on December 3,
1966. The victims of the "12-3 Incident" were buried separately; some were laid
to rest at the Macao New Western Cemetery ( Our Lady of Mercy Cemetery),
while others were buried at the Heluoshan Cemetery in Qianshan, Zhuhai.

municipal a meia-haste.
As vítimas do "Incidente

Ng Siu Hoi was a worker, only 18 years old at the
time. He lived on the second floor of No. 57 Avenida de Demétrio Cinatti. On
December 3, 1966, at around 7:50 p.m., after finishing his day's work, Ng Siu
Hoi had just returned home and was preparing to rest after a tiring day.
Suddenly, he heard intense gunfire echoing through the night sky, which was
terrifying. At that time, the streets were under martial law, and the Portuguese
Macao government had imposed a curfew, but Ng Siu Hoi did not realize the
severity of the danger.
Out of curiosity, and wanting to see what was happening on the street, he walked
to the threshold of the veranda and prepared to close the window. At that
moment, he stood on the threshold with both feet, leaned forward slightly,
stretched out his hands to close the window, and looked out at the street. Just
as he turned around a moment later, Portuguese soldiers on the street fired at
him. The bullet hit his forehead directly from the front, pierced through his
brain, and exited from the back of his head. Ng Siu Hoi collapsed on the spot
and died instantly, without even having time to make a sound. Afterwards, the
forensic examination revealed comminuted fractures at the back of his forehead
and parietal bone, and a bullet head was left under the skin behind his skull.
The X-ray photo clearly showed the path of the bullet piercing through the
entire skull. This young worker, merely for closing a window and looking out
from his home veranda, became a victim under the gunfire of the Portuguese
soldiers.
Vivia no
Naquela
do perigo.
Logo a seguir, no
Ng Siu Hoi caiu imediatamente no chão e morreu,
A radiografia

Wong Chak Chung was the owner of the shop "Wong Chong Kee" on Rua dos Ervanários,
aged 53. He lived at No. 54 Rua dos Ervanários ( a combined shop and
residence). On the evening of December 3, 1966, due to the martial law imposed
by the Portuguese Macao government, Wong Chak Chung stayed home and did not go
out. At around 7:00 p.m., he heard unusual noises outside the shop, likely from
the commotion on the street or a gathering crowd. Out of a shop owner's concern
for his own premises, he pulled open the iron shutter of the shop, preparing to
check the situation. The moment he poked his head out from inside the shop to
look, Portuguese soldiers on the street fired at him. The bullet hit Wong Chak
Chung, causing instantaneous death.
Another famous witness, Mr. Tam Kwai, recalled a different version of events:
Because of the martial law, Wong Chak Chung had some free time in the evening
and invited friends to his home to play mahjong. When he walked out onto Rua dos
Ervanários, he was unfortunately shot by Portuguese soldiers. Wong Chak Chung
was rushed to Kiang Wu Hospital, but was confirmed dead. The forensic
examination revealed that bullet heads remained in his chest, abdomen, and heart
area, causing severe and fatal injuries. Whichever version is true, the death of
Wong Chak Chung demonstrates the indiscriminate attacks by Portuguese soldiers
on civilians at that time. Even inside one's home or shop, merely checking the
situation outside offered no escape from being shot.
A bala atingiu Wong Chak Chung, provocando-lhe a morte
imediata.

Chan Sou
was an employee of the Civic Municipal Council, aged 46, and lived on the second
floor of No. 22 Rua de S. Domingos. On the evening of December 3, 1966, around
8:00 p.m., martial law was already in effect, and the streets were in a state of
high alert. Chan Sou was merely sitting in front of the glass window of his home
on Rua de S. Domingos, perhaps wanting to see the situation on the street,
inadvertently looking out the window, or simply resting near it.
At that very instant, Portuguese soldiers on the street fired in his direction.
The bullet penetrated through the right side of his skull, and the bullet head
remained inside the cranium. Chan Sou collapsed on the spot. After being rushed
to the hospital, medical personnel immediately performed surgery, attempting to
extract the bullet head and stop the bleeding. However, due to the excessive
severity of the injury, the penetration of the skull caused catastrophic brain
damage, and emergency surgical treatment proved ineffective, leading to his
death. This Civic Municipal Council employee, simply for sitting by the window,
became a victim under the gunfire of Portuguese soldiers. His death demonstrates
the randomness with which the Portuguese soldiers opened fire, showing no
hesitation in shooting even at innocent civilians by their windows.
interior. Chan Sou caiu imediatamente no chão.
ferimentos, a perfuração do crânio causou lesões cerebrais severas, e o socorro

Yu Kwok
Ping was a mirror factory apprentice, only 16 years old. He lived alone in the
back room on the second floor of No. 57 Rua de Tomás Vieira in the San Kio
district, working as an apprentice at a mirror factory on the same street. His
father had passed away, his mother was in their hometown, and his siblings
worked in Hong Kong; he lived by himself in Macao. On the evening of December 3,
1966, Yu Kwok Ping went to the Rua do Campo area for work-related matters. On
his return journey home, while passing near the Broadway Theatre on Rua do
Campo, he ran into Portuguese soldiers. The soldiers first brutally beat him,
subjecting this young apprentice to severe violence. Subsequently, the
Portuguese soldiers shot him. Yu Kwok Ping collapsed to the ground, and the back
of his skull was further struck by the soldiers with a rifle butt, causing him
to fall into a coma. After being rushed to the hospital, an examination revealed
gunshot wounds to both his abdomen, kidney, and liver, causing massive internal
bleeding with the bullet remaining inside his body. Medical staff immediately
performed emergency surgery to stop the bleeding and extract the bullet.
However, due to the excessive severity of his injuries, the internal bleeding
could not be controlled, and despite emergency surgical efforts, Yu Kwok Ping
passed away the following day. This 16-year-old apprentice was not only severely
beaten but also shot, ultimately dying from organ damage. His tragic ordeal
demonstrates the cruelty inflicted upon civilians by the Portuguese soldiers,
who not only used firearms but also resorted to brutal physical violence.
Yu Kwok
Yu Kwok Ping caiu no chão e a parte
A equipa
sangue e remover a ogiva.
faleceu no dia seguinte.

Lao Man
Ham was a student, only 16 years old. He lived on the second floor of No. 102A
Rua de Cinco de Outubro ( near the present-day Lei Kwong Kee Flower Shop).
His father was an overseas Chinese residing in Canada, and he lived with his
mother and other family members. On the day of the incident, he went out during
non-curfew hours to visit a classmate ( as the martial law had just been
lifted that morning for a specific timeframe). At 9:00 a.m. on December 4, 1966,
Lao Man Ham walked over from Rua das Estalagens, passed through Rua da Palha,
turned toward Largo do Senado, and reached the front of the Sam Heng Chan Rice
Shop on Rua de S. Domingos. At that exact moment, Portuguese military police
fired at him with a machine gun.
The bullet hit his head, and Lao Man Ham collapsed to the ground on the spot. He
was subsequently rushed to Kiang Wu Hospital for emergency treatment. The bullet
entered through the occipital region of his skull and penetrated through to his
forehead; his right eyeball protruded due to the severity of the injury, and his
head was left severely mangled. Medical personnel immediately administered
emergency care, but due to the catastrophic head injuries, treatment proved
ineffective, and Lao Man Ham passed away at 10:30 a.m. Overwhelmed with grief,
his mother wept bitterly and cried out to reporters, "The Western ghosts killed
my son!" ( According to reports, when reporters asked for the mother's
name, she was so consumed by grief that she could not even remember it.) This
young student, merely for going out during non-curfew hours to find his
classmate, became a tragic victim under the machine guns of the Portuguese
military police.
Lao Man
Vivia no primeiro andar do
metralhadora.
A bala atingiu-lhe a cabeça e Lao Man Ham caiu imediatamente no chão.
A bala penetrou
ficou proeminente devido à gravidade do ferimento e a cabeça ficou completamente
desfigurada.

Kong Kuok
Mui was a student, only 15 ( or 16) years old, in his third year at the
Confucian Academy Middle School. He lived at No. 46 Avenida de Almeida Ribeiro
( near the Banco Nacional Ultramarino). Around 11:00 a.m. on December 4, 1966,
during non-curfew hours, he went out onto the street to buy some items. Near the
former Victoria Theatre ( now demolished), right in front of the Pin Pin
Photography Studio on Avenida de Almeida Ribeiro ( near the present-day
entrance of Tai Fung Bank), Kong Kuok Mui was swept by machine gun fire from
Portuguese soldiers. The bullet hit his head, causing instantaneous death.
His body was taken to the Centro Hospitalar Conde de São Januário ( Summit
Hospital), leaving behind bloodstains, skull fragments, and a pair of slippers
as evidence on the ground. Having not seen his son return home all day, his
father, Kong Sin Cho, searched everywhere for him. He had checked Kiang Wu
Hospital to no avail. Later, while passing through Avenida de Almeida Ribeiro
with his daughter, Kong Sin Cho discovered the bloodstains and went to the
Centro Hospitalar Conde de São Januário to inquire, only to learn that Kong Kuok
Mui had already been dead for hours. At that time, Macao's Vá Kio Po reported
with the headline: "Human brain, skull fragments, and a pair of yellow rubber
slippers discovered yesterday morning beside the Pin Pin Photography Studio on
Avenida de Almeida Ribeiro. It turned out to be the shattered remains of a
16-year-old youth, who was brutally killed the day before after being swept by
machine gun fire from Portuguese soldiers." This 15-year-old student, simply for
going out to buy things, became a victim under the machine guns of Portuguese
soldiers, his body tragically shattered.
Kong Kuok
Almeida Ribeiro ( perto do Banco Nacional Ultramarino).
A bala atingiu-lhe a cabeça,

Pao Iat
Ming was a newspaper vendor, aged 26, and lived on the second floor of No. 9
Beco do Lilau. On December 3, 1966, at 6:00 p.m., just as the martial law
imposed by the Portuguese Macao government had begun, he was passing near Mastro
( 爐石塘), though the exact location was not recorded. At that moment, Portuguese
soldiers on the street fired at him. The bullet hit the left side of the top of
Pao Iat Ming's head, causing the skin to burst, leaving a wound of approximately
3×2 cm. The wound contained blood, brain matter, and skull fragments; the injury
was extremely critical.
After he was rushed to the hospital, medical personnel immediately performed
surgery, attempting to stop the bleeding and extract the bullet. However, due to
the excessive severity of the injury to the top of his head and the catastrophic
brain damage, emergency treatment after surgery proved ineffective, and Pao Iat
Ming passed away the following day. This newspaper vendor, merely for passing
through Mastro, became a victim under the gunfire of Portuguese soldiers. His
death demonstrates the randomness with which the Portuguese soldiers opened
fire, showing absolutely no mercy to civilians even right at the beginning of
the curfew hours.
Pao Iat
primeiro andar do n.º 9 do Beco do Lilau.
/爐石塘), embora o local exato não tenha sido registado. Nesse momento, os soldados
portugueses na rua dispararam contra ele. A bala atingiu o lado esquerdo do topo
faleceu no dia seguinte.

Hoi Man

Central de Fai Chi Kei. At 1:00 p.m. on December 4, 1966—two hours before the
Portuguese Macao government re-announced the curfew—he went out on behalf of his
mother to look for his younger brother. Near Mastro along Rua de Ion Hon (
the present-day Rua da Felicidade), though the exact location was not recorded,
Hoi Man On was shot by Portuguese soldiers on the street. The bullet hit his
buttocks and perineum, causing a large ruptured wound on the left side of his
anus, alongside extensive tearing of the anal and gluteal muscles. He suffered a
comminuted pelvis fracture and a gunshot wound to his left thigh. Due to massive
blood loss, Hoi Man On went into shock.
Medical staff immediately administered emergency treatment, attempting to stop
the bleeding and repair the damage. However, due to the excessive severity of
his injuries, the internal bleeding could not be controlled, and despite
emergency efforts, Hoi Man On passed away. This 17-year-old student, simply for
going out on his mother's behalf to find his brother, became a victim under the
gunfire of Portuguese soldiers. The highly sensitive location of his fatal
injuries and the sheer brutality of the wounds demonstrate the indiscriminate
attacks inflicted upon civilians by the Portuguese soldiers.

A bala atingiu as nádegas e a
Hoi Man On faleceu.

Records and Analysis
regarding the Death Toll of the Macao "12-3 Incident"
According to The Chronicle of Macao: 20th Century ( 1950–1988)
written by Beatriz da Silva and translated by Si Leoi, the official
statistics recorded 8 deaths and 123 injuries.
According to Wikipedia records: "According to official statistics, 8
people were killed, 212 were injured, and 62 were arrested. However,
popular accounts among the public state that 11 people were killed."
This popular statistical figure is documented in Macao Past and Present
in Pictures, co-authored by Lau Sin Peng, Chan Sue Weng, Wong Kuok Keong,
and Sin Wai Hang, and published by Joint Publishing ( Hong Kong)
Company Limited in 1999. The records regarding the Macao "12-3 Incident"
in that book point out ( Chapter 36: The "12-3" Incident) that
eleven deaths and over two hundred injuries were caused during the
incident.
This differs from the generally cited official statistic of eight
deaths. On the day the incident broke out, riot police fired tear gas
and live ammunition, causing two deaths. The police also deployed riot
vehicles to the front of the Civic Municipal Council ( Leal Senado)
to fire water cannons to disperse the demonstrators.
The Governor subsequently issued an order declaring martial law and
implementing a curfew. Due to the urgency of the martial law, many
residents were psychologically unprepared. In the following days,
several more people were shot and killed indiscriminately on the
streets; one resident was even hit and killed by a stray bullet merely
for poking their head out of a window to look, and so forth... The
sources of the official statistics originate from the death toll
statistical reports of the police administration department of the
Portuguese Macao government, death records from hospitals and
mortuaries, official news reports and press releases, as well as the
statement issued by the Macao Government on January 27, 1967.
Possible reasons why Macao Past and Present in Pictures adopted the
popular statistics: Academic research tends to utilize more
comprehensive materials. The editors may have consulted multiple
sources, including official archives, civilian accounts, and academic
studies, believing that the public claim of 11 deaths is closer to the
actual situation.
To emphasize the severity of the incident, the popular claim of 11
deaths might place a greater emphasis on the atrocities of the
Portuguese Macao government, which aligns with the leftist narrative.
Inclusion of later casualties into the statistics: The popular
statistics might have included those who succumbed to severe injuries in
the days following the event, whereas official statistics only counted
those who died directly on the day itself. Unreported death cases: Some
fatalities might not have been officially registered or recorded due to
governance pressures, family choices, or political factors.
Individuals who passed away from severe wounds within days after the
incident might have been incorporated into the popular statistics.
Conversely, the popular claim of 11 deaths might have intentionally or
unintentionally amplified the death toll to highlight the atrocities of
the Portuguese Macao government, which the official statistics might
have omitted. This reflects the historical dispute over the death toll
of the "12-3 Incident," which remains inconclusive today.
No
fontes, incluindo arquivos oficiais, registos civis e estudos académicos,
diretos no próprio dia.
Isto reflete a disputa histórica

The birthplace of the "12-3
Incident" was precisely the Taipa Fong Chong School on Rua Direita Carlos
Eugénio, near the famous Macao tourist attraction Rua do Cunha ( the old
site of the school has been converted into a commercial restaurant today). The
nearby Feira do Carmo is one of the earliest marketplaces in Taipa, built around
1879 and remodeled into the appearance seen today in 1886. It was originally an
important public space for island residents to buy and sell daily necessities
and exchange information. With the emergence of modern markets in the late 20th
century, Feira do Carmo gradually lost its original market function. However,
its open-style architecture and its fusion of Chinese and Western styles still
preserve the historical memory of Taipa's old district. ( Image source:

The distance between the Chapel of Our Lady
of Mercy inside the New Western Cemetery of Macao in 2026 and the Taipa
Fong Chong School ( the original rear quarters built in 1966) near
Feira do Carmo in Taipa is only about five to six kilometers. In today's
Macao, this distance might take only a fifteen-minute drive to reach.
However, in the past, connecting these two locations required crossing
the Governor Nobre de Carvalho Bridge ( the Old Bridge). These
five to six kilometers represent not just a geographical distance, but a
journey through history. It connects the starting point of a movement
with the final resting place of innocent victims, creating a sorrowful
sense of cause and effect. In 1966, the "12-3 Incident," which shocked
both China and the world, took place in Macao. The starting point of
this movement was precisely the Taipa Fong Chong School near Taipa's
Feira do Carmo. At that time, dissatisfaction with Portuguese colonial
rule, triggered by a school construction incident, escalated into a
large-scale protest movement. The establishment of the Taipa Fong Chong
School was originally intended to educate local children and promote
community development. However, the event of 1966 turned this school
into an iconic starting point of a historical movement. Countless
innocent citizens participated in this struggle, hoping to change the
injustice under colonial rule and strive for better living conditions.
The Chapel of Our Lady of Mercy inside the New Western Cemetery (
also known as Mong Há Cemetery) was built in 1959. Featuring a unique
design, it is primarily used by believers for funeral masses. Located in
the middle of the cemetery, this small chapel is simple yet distinctive
in shape, with a statue of Our Lady of Sorrows holding the holy corpse
of Jesus placed on the main altar. During this movement, many innocent
victims lost their lives. They were ultimately laid to rest in the New
Western Cemetery, and some of them were indeed the casualties of the
"12-3 Incident." The Chapel of Our Lady of Mercy has become a symbol of
the resting place for these innocent souls, offering them final solace.
From Feira do Carmo to the New Western Cemetery, this distance of five
to six kilometers connects the beginning and the end of a movement,
linking the passion of struggle with the silence of death. Sixty years
have passed, and the incident of 1966 seems to have gradually faded from
people’s minds. Today's Macao has become a bustling tourist city,
crowded with casinos, hotels, and shopping centers, attracting an
endless stream of tourists. That piece of history seems to have been
overshadowed by fashion and prosperity. "Wrongs with no way to be
redressed"—this phrase speaks of the helplessness felt by the
descendants of countless victims. They hope that justice can be served
and that history can be evaluated fairly. However, the passage of time
makes this history blurry and the truth difficult to seek. "This might
be the very approach that those in power prefer to use." This sentence
highlights the political nature of historical memory. Those in power
often hope to let past controversial events gradually fade away in order
to maintain the stability of the status quo. Historical memory thus
becomes a tool that can be manipulated. Yet, history never truly
disappears. That cause-and-effect cycle across those five to six
kilometers, the resting places of those innocent victims, and the
passion and dreams of those protesters should all be remembered by us.
The Chapel of Our Lady of Mercy, this small chapel built in 1959, has
witnessed countless funeral masses and the profound sorrow of history.
It is not merely a religious building, but a monument of history,
reminding us never to forget those who passed away with unresolved
grievances. The Taipa Fong Chong School, founded in 1966, is not only a
place of education but also the starting point of a historical movement.
It reminds us that education is not just about imparting knowledge, but
also a process of cultivating a sense of justice and critical thinking.
The distance of five to six kilometers should become the starting point
for our reflection on historical memory. History does not disappear with
the passage of time; it only becomes blurry because of our forgetting.
As later generations, we have the responsibility to remember these
historical stories, reflect on their meaning, and draw strength from
them. The helplessness of having "wrongs with no way to be redressed"
should become our driving force in pursuing justice. The thought that
"history has passed, let it gradually fade from memory" should be the
starting point of our introspection. Let us remember the
cause-and-effect cycle within these five to six kilometers, remember the
resting places of those innocent victims, and remember the passion and
dreams of those protesters. Only in this way can we truly understand the
meaning of history and shoulder our responsibility as later generations.
This distance between the Chapel of Our Lady of Mercy and the Taipa Fong
Chong School is not just a geographical distance, but a distance of
historical memory. Let us cross this distance and keep the memory of
history alive in our hearts forever.
Neste movimento,
muitas vítimas inocentes perderam a vida.
vítimas mortais do "Incidente 12-3".
No
entanto, a história nunca desaparece verdadeiramente.
colher deles a força necessária.

History and the Inverted

In the
collective memory of modern Macau history, the "12-3 Incident" that broke out in
1966 is undoubtedly a profound historical watershed. Among all the images
recording this turmoil, the most widely circulated, and even continuously used
by major media outlets to this day, is unquestionably an interior photo of the
encoffining ceremony for the eight victims. This photograph first appeared in
September 1967 in a special publication compiled and printed by the Macao Daily
News, titled Oppose the Bloody Atrocities of Portuguese Imperialism in Macau.
For over half a century, this image has been passed down from generation to
generation with the authoritative posture of a "historical freeze-frame,"
becoming a powerful visual symbol to denounce the fascist atrocities of the
colonial government. However, as history marks its 60th anniversary, Gewu
Research, while writing a special feature for the "60th Anniversary Memorial of
the 12-3 Incident," discovered a detail hidden for sixty years under a
magnifying glass: on the white lantern hanging in front of the coffins, the
characters were actually inverted and reversed. When looking closely at this
altered lantern, the reversed character "Chen" should belong to Mr. Chen Su, one
of the victims of this tragedy. Mr. Chen Su was an employee of the Municipal
Council. On the evening of December 3rd, during the curfew period, he had
already returned home, yet he was tragically shot and killed by Portuguese
soldiers simply because he was sitting near a window. This is both heartbreaking
and outrageous! In this photo of the encoffining ceremony in the funeral hall,
the lantern with the character "Chen" belonging to Mr. Chen Su is presented in a
reversed and unnatural form, which forces people to re-examine the production
process of news imagery in the 1960s. "Darkroom photo editing" in the 1960s
pursued both aesthetics and political propaganda. In the 1960s, before digital
imaging existed, news photographs were not entirely equivalent to "absolute
objective reality." At that time, the newspaper industry and propaganda agencies
frequently used the technique of "manual photo retouching" in black-and-white
darkrooms. This practice usually involved using fine brushes to darken lines or
erase blemishes on negatives or prints, and even using overprinting and collage
methods to force certain objects into the frame to enhance visual impact and
propaganda efficacy. Looking closely at this photo, the direction of the text on
the lantern clearly contradicts common sense. Investigating the reasons behind
this, there are roughly two possibilities. One is the consideration of
composition and aesthetics: under the layout aesthetics of that time, darkroom
staff might have believed that this inverted direction, or the specific
curvature of the characters, possessed greater "symmetry" or "expressive power"
visually, and thus did it intentionally. The other is a negative reversal or
collage error: under the pressure of urgent political propaganda and publication
deadlines, darkroom workers performing multi-negative overprinting or font
collaging might have accidentally pasted the character template upside down or
reversed a portion of the negative, thereby leaving behind this historical flaw.
In terms of restoring historical truth and embodying the spirit of objective
investigation, this discovery is not meant to completely negate the tragic
history carried by the photograph, but rather to reveal to the public the
production mechanism behind political propaganda imagery. In grand political
narratives and emotional mobilization, details are often modified or even
distorted for the sake of the "sublimity of the theme." However, as this
photograph has been passed down for 60 years as historical data, it has
transformed from a mere "news record" into the "incarnation of collective
memory." The value of today’s objective research and historical textual
criticism lies precisely in "restoring the original appearance." Identifying the
inversion of the lantern text is not merely exposing a visual illusion, but
practicing honesty toward history. Historical truth often exists not only within
the grand freeze-frames, but is hidden inside those overlooked, inverted lantern
characters. Only when we are willing to face the processed traces within the
image can we truly discern the complete and genuine picture of that turbulent
time and space in 1967.
lanterna contradiz claramente o senso comum. Investigando as razões subjacentes,
existem fundamentalmente duas possibilidades.
perante a história.
Opposing the Bloody
Atrocities of the Portuguese Imperialists in Macao
Compiled and printed by Macao Daily News on
September 1, 1967, this publication is a historical special issue
emerging directly from the "12-3 Incident" of 1966. Among the surviving
materials regarding the incident, this book occupies a highly prominent
position and can almost be regarded as the only publication that
compiled the relevant events and perspectives in the form of a dedicated
volume. Compared to the 1967 incident in Hong Kong, which left behind a
large number of newspapers, memoirs, and subsequent studies, systematic
literature on the Macao side remains extremely limited. Aside from
scattered contemporary newspaper reports, this book is arguably one of
the few texts that centrally present the narrative and political
discourse of the incident, thereby possessing irreplaceable reference
value for understanding the situation and social atmosphere of that
time. In terms of content, the book was deeply influenced by the context
of the Cultural Revolution, filled with distinctive political propaganda
and intense ideological language, including praise for Mao Zedong and
the heavy use of Cultural Revolution terminology. This mode of
expression not only reflects the political stance and mobilization
patterns of the Macao leftists at the time, but also presents modern
readers with a certain reading distance and comprehension challenge.
However, precisely because of its highly epochal nature and sharp
stance, this book also serves as an important window for observing
history. Through careful reading and critical analysis, readers can
still discern crucial clues regarding the development of the event, mass
mobilization, and the political atmosphere from within it. For the study
of Macao's "12-3 Incident," this special issue is both a propaganda text
with a strong bias and an essential, unignorable historical source.
Contra as Atrocidades Sangrentas
centralizada a narrativa e o discurso político do incidente, possuindo,
situação e do ambiente social daquele tempo.
linguagem ideológica intensa, incluindo o louvor a Mao Zedong e a

On August 4, 1967, the
British military used helicopters to cordon off the Chinese Arts &
Crafts ( Hua Feng) Department Store in North Point, which was a
military suppression operation during the "1967 Riots" in Hong Kong. At
that time, leftist radicals used the department store ( located on
the ground floor of the Kiu Kwan Mansion) as a stronghold. To dismantle
this leftist base, the British Hong Kong government requisitioned
military helicopters from the British Forces in Hong Kong. Military
helicopters dispatched from the aircraft carrier HMS Hermes landed on
the rooftop of the Kiu Kwan Mansion. Military and police forces
rappelled down from the roof, launching a two-pronged assault alongside
ground forces. They conducted house-to-house searches to arrest leftist
individuals and uncovered a large stash of rioting equipment and even a
field hospital inside the building. The spectacle of helicopters
descending from the sky deeply shocked the people of Hong Kong at the
time, making them feel as if they were in a warzone. The British
military also besieged and occupied the Chinese Arts & Crafts Department
Store which served as a base; surprisingly, the day after the mass
arrests, the company was able to open for business as usual. (

Yeung Kwong of the Hong Kong
Federation of Trade Unions, the promoter of the 1967 Riots
Following the Macao 12-3 Incident, Yeung Kwong of the Federation of
Trade Unions ( FTU) in 1967 seized upon the atmosphere of the
leftists' political victory in Macao and the forced compromise of the
Portuguese government. He swiftly organized leftist masses to visit
Macao for "condolences" and to "learn from their fighting experience,"
while amplifying this victory through the Xinhua News Agency and leftist
organizations to generate a chain effect of political agitation.
Regarding the Macao experience as a model to draw from, he progressively
pushed the FTU and related mass mobilization toward a more violent
confrontational line, escalating the Hong Kong leftist movement from
localized strikes and demonstrations into large-scale riots. The core
action orchestrated by Yeung Kwong in Hong Kong was assuming the
position of Chairman of the "Committee of Hong Kong and Kowloon
Compatriots from All Walks of Life for Struggle Against Persecution by
the British Authorities in Hong Kong" ( abbreviated as the
"Struggle Committee"), through which he comprehensively led the 1967
Riots. He organized and launched large-scale strikes and demonstrations
across Hong Kong, inciting the laboring masses to confront the British
Hong Kong government. He even masterminded the placement of homemade
bombs, manufacturing panics over real and fake bombs, and supported
assassination operations, such as the murder of radio broadcaster Lam
Bun. After Yeung Kwong's attempt to meet with Hong Kong Governor David
Trench was rejected, the riots escalated further, turning Hong Kong into
a "world of terror" for a time. Yeung Kwong is regarded as a vital
promoter and core leader of the 1967 Riots, with the FTU serving as the
critical organizational foundation of the upheaval. Through the Struggle
Committee, he integrated leftist trade unions, the masses, and political
mobilization into a single entity, pushing the 1967 Hong Kong Riots to
their climax and making them a byproduct and extension of the Cultural
Revolution in Hong Kong.
massivas por toda a cidade, incitando as massas trabalhadoras a
confrontarem o Governo Britânico de Hong Kong. Chegou a planear a

May Macao be free from political
manipulation in the future. Since 1557 ( the 36th year of the
Jiajing reign in the Ming Dynasty), when Wang Bo, the Ming Dynasty's
Vice-Commissioner of Maritime Defense, negotiated with the Portuguese
captain Leonel de Sousa to allow the Portuguese to trade in China, Macao
was opened as a port. For over four hundred years, this City of God,
where Chinese and Western cultures blend, has continued to perpetuate
its extraordinary historical heritage and highlight its unique
historical identity. From entering the South China Sea in the 16th
century to seek trade opportunities with the Ming Empire, Portuguese
individuals were permitted to reside in Macao from 1557 onward, and
Macao subsequently transformed from a settlement into a leasehold
territory, officially becoming a commercial port. Following its opening,
Macao witnessed the coexistence of Chinese and foreign populations,
becoming a bridgehead for Sino-Western trade and cultural exchange. With
a history spanning several centuries, Macao is a unique chapter of
Eastern cultural characteristics and a vital historical memory of world
culture. Macao belongs to the world, and it belongs to the Macao people
who have lived on this land for generations...
In memory of the Macao compatriots who lost their lives in the 12-3
Incident of 1966—this special feature was compiled and written precisely
for you.

On the streets of
Macao, the author happened to overhear a low-voiced conversation among several
elders who had lived through the "12-3 Incident." When speaking of that 1966
police-civilian conflict that shocked both China and the world, their tone was
exceptionally cautious: "No one dares to speak about this matter." This phrase
left the author profoundly puzzled—why do they not dare? Who is obstructing
freedom of speech? Are there fundamentally some unspeakable chapters of this
event that remain undisclosed, or is it perhaps detrimental to a certain regime?
Sixty years have passed, and Macao has become a free and prosperous tourist city
within Chinese territory, yet this piece of history seems as though it is still
shrouded by some invisible force.
The author initially had absolutely no intention of creating this special
feature for the 60th anniversary. Having no direct connection to historical
research in Macao, I never thought of intervening in such a sensitive political
topic. However, there were indeed many force majeure factors, as well as some
unscientific elements, which combined to compel me and leave me with no choice
but to produce a report on the "12-3 Incident." These factors include the
victims buried inside the New Western Cemetery—a sorrowful sense of a
cause-and-effect cycle, whose names have been forgotten by history; and the fear
and confusion flashing through the eyes of those elders, their gestures and
expressions when they muttered, "we don't dare."
My greatest hope is that the deceased may rest in peace and the living may find
closure. Sixty years have passed, and history should have already gone by,
letting it gradually fade from memory. This might be the very approach that
those in power prefer to use. But when the elders said they "don't dare," what I
felt was not the fading of history, but the suppression of memory. Perhaps true
historical researchers ought to ask: why is it that sixty years later, they
still "don't dare"?
The dead are gone, and the living must find closure. Yet, the prerequisite for
closure is the revelation of truth. "Closure" without truth is merely a
superficial consolation and a betrayal of history. This is precisely why we are
producing a report on the 12-3 Incident. It is not for politics, nor is it for
controversy; it is for those elders who "don't dare," for those forgotten
ancestors, and for the silence that has still not dissipated after sixty years.

Passados sessenta anos, a história deveria
No
sessenta anos.
